Tamp diagnostic library for testcontainers-dotnet pipelines. Probes whether the current process can reach Docker (socket / DOCKER_HOST / `docker info` exit code) AND whether the process is itself running inside Docker without a mounted socket — the "sibling containers" trap that silently makes integration tests hang. Returns a typed DockerCapability for OnlyWhen() gates and diagnostic logs. Not a CLI wrapper.

Provides the concrete Postgres / Azurite / Service Bus emulator builders (spawned via Testcontainers when the adjacent env var is missing) plus the TampAdjacentContainer.ForXxx() facade.
