Sidub Platform — Batch for Isolated Functions

Runs Sidub.Platform.Batch jobs in an Azure Functions isolated worker. A timer function runs the occurrence it fired for, so a timer that fires twice or on two instances runs the job once; a queue function runs triggered runs and continuations, poisoning the run on the last delivery; a durable messaging subscription runs a job per message; and the host writes its registered jobs so an alert notices a job that stopped running. The package ships the two alert queries (alerts/batch-failure.kql, alerts/batch-heartbeat.kql) the markers are written for.
