Browser cookie and hybrid authentication support for IdentityFlow.

Production hosts should terminate HTTPS before IdentityFlow cookies are issued. Outside Development, IdentityFlow post-configures its browser session cookie with SecurePolicy = Always unless IdentityFlowHostingOptions.AllowRequestDependentCookieSecurePolicyOutsideDevelopment is explicitly enabled for proxy setups that must preserve ASP.NET Core request-dependent behavior. Configure forwarded headers/public origin at the host edge so generated redirects and secure cookies see the external HTTPS origin.
