### Fixed
- Formatter glob patterns without a directory prefix (e.g. "Foo*.cs") are matched against the current directory correctly instead of being mis-sliced by its length, which previously caused no-match or wrong-file results
- Generated dependabot npm section now emits a valid directory value (e.g. "/") for a root-level package.json instead of an empty string, and normalizes directory separators to forward slashes, so GitHub no longer rejects the generated dependabot.yml
- Tracking hash generator no longer includes generated obj/bin/.git files, so no-change detection works reliably

- Replaced em dash characters with plain punctuation across this repository's own documentation, code comments, tests, and label definitions, so generated text no longer contains them
- The never-close label description now uses a semicolon instead of an em dash; managed repositories pick up the new description on their next update-template run
- Resynced the label descriptions in docs/github-labels.md to match the generated labels
