### Security
- ruleset command no longer builds XPath queries from unvalidated rule-change values, preventing XPath injection via ruleSet/rule names containing special characters such as apostrophes
### Added
- Unit tests for Credfeto.DotNet.Code.Analysis.Overrides.Cmd
- Increased code coverage to 100% for Credfeto.DotNet.Code.Analysis.Overrides
- Benchmark regression test asserting linear allocation behaviour for IniFile parsing of large comment blocks
### Fixed
- Fixed InternalsVisibleTo declared via csproj AssemblyAttribute item, which violated the MustNotUseAssemblyAttributeItems build check
- ruleset command now exits non-zero when a changes-file rule is missing from the target ruleset
- ruleset command now rejects unsupported Action values in changes files instead of writing them verbatim into the .ruleset file
- IniFile load/save round-trip no longer silently drops comments trailing the last property or section in a file
- globalconfig command now saves newly added rules instead of silently discarding them
- RuleSet.LoadAsync/SaveAsync now perform genuine async file I/O and CancellationToken is threaded through the update commands
- IniFile parser now accepts empty property values, merges duplicate section headers on load instead of throwing, treats duplicate keys within a section as last-wins instead of throwing, and only treats '#'/';' as an inline comment marker when preceded by whitespace (fixes #42)
- Section.Save now preserves explicit property insertion order instead of relying on Dictionary enumeration order, so a property added after a prior delete is appended rather than emitted mid-file
- Replaced backslash path separators with forward slashes in csproj and slnx files flagged by check-msbuild-path-separator
### Changed
- Drop net9.0 target framework support; target net10.0 only (#51)
- IniFile parsing no longer accumulates comment lines with O(N^2) ImmutableArray copies, and Load(string) avoids a redundant line-buffer copy
- SDK - Updated DotNet SDK to 10.0.401
