New implementation without threading for each peer (should give better performance with same or even better speed)

Generaly keeps threads and .NET threadpool's to minimal so parent projects will not require to increase them

- Converting the solution to .NET 5 (still supports .NET standard 2.0)
- Converting BitSwarm's Threadpool (BSTP) with Min/Max Threads to a single thread with MaxNewConnections/MaxTotalConnections
- Dropping support for SleepModeLimit, BoostThreads, BoostTime
- Faster resume from pause
