PTC Decisions RN

固定 participant snapshot 的 durable vote。每人截止前可改票；有效票最多者勝，同票按建立時公布的 SHA-256 priority＋ordinal ID 裁定。全零票仍有唯一 default winner，必須揭示 participation=0；空 snapshot 拒絕。

共用 RN ResourceCommand/Reply；SQL store 保存 state＋idempotent command receipt，scope/現行授權由 PTC authority 注入。不保存錢包、token或私有 participant registry。Vote 本身是 advisory，LINE primary binding 另由 action domain 授權。

開發中：未接線 wallet/auction、GW live MCP、Management、LINE RN，不能宣稱 deployed。追溯 doc.20261001/LineBot/{SA,SD,WBS,Test,Verification}.md 與 RFC-LINE-0003。

目前 0.1.1-alpha1 source unit179/179（既有140＋origin39）。ScopeSnapshot.Origin 必填 realm 與 positive binding revision；resolver 收到 prior scope，handler 分別核 current 權限、created electorate 與 binding origin。缺 origin 的舊 JSON 拒絕，不提供過渡 grant。

早期版本曾驗真本機SQL11/11，包含跨process cast/restart與receipt；那份 origin-less artifact 不代表新 codec／binding SQL 已驗。新 SQL／live MCP／平台 authority 尚待，adapter Test 記實際 gates。
