Upgrade IPooledServiceClientFactory inside DHS.ICE.TechOps.AzureFunction.V8.Common to .Net 10

  • Upgrade to .Net 10 from .Net 8
  • Improve auto scale and delayed initialization
  • Add capability for logger

  • It will be merged back to DHS.ICE.TechOps.AzureFunction.V10.Common when all components are upgraded to .Net 10
