ChatIds - list of chat IDs to notify
Message - message template (use {Alert} or {UtcNow})
ParseMode - parse mode (e.g. MarkdownV2, HTML)
DisableNotification - disable notification sound
LogLevel - log level for alerts
BaseUrl - base URL for the Telegram Bot API server (optional)
