Retired OpenAI host fork

The local OpenAI-compatible host, its DevUI sample, and its protocol-coupled storage adapters were retired on 2026-08-07. Their exact pre-cleanup source is preserved by the annotated Git tag openai-host-fork-archive-2026-08-07 at commit 1235461e928f8f5ed3cccb74c835a94051b3f2b9. Existing published 0.1.0-rc.7 consumers are not changed by this source-tree cleanup.
