Licence for the AiDotNet.Native.ROCm package

This package redistributes three AMD files for Windows x64, taken unmodified from
the AMD HIP SDK for Windows 6.4. Each is under its own AMD licence; none of them
is under the AiDotNet.Tensors licence. NATIVE-MANIFEST.json lists the version,
licence and SHA-256 of every file.

  Proprietary: licensed under the AMD HIP SDK for Windows licence agreement.
  The Windows HIP runtime is closed source. AMD shows this licence only in the
  HIP SDK installer and does not publish it as a downloadable text, so its text
  is not bundled here. To read it, run the AMD HIP SDK for Windows 6.4 installer
