Features Added
- Added adaptive fail-open circuit breaker for improved cluster resilience. Automatically routes around unhealthy nodes with configurable health checks and recovery. Can be opted out by setting RouteManagerEnabled as false.
- Added support for AWSConfigs.InitializeCollections: empty response collections are now initialized as empty lists instead of null when enabled, aligning with AWS SDK for .NET V4 behavior.

Bugs Fixed
- Fixed potential socket leak when connection initialization fails.
- Fixed health check loop duplication under concurrent failures.
